Main Functions:

- Obtaining and inspecting estimates

- Determining recurrent and capital expenditure and making provisions
- Holding of Budget discussions
- Issuance of warrant licenses
- Submission of Vote on Account
- Maintaining national policy priorities and planning information
- Affairs in connection with Excess Expenditure and Exceeding the Limits on Advance Accounts
- Obtain forecasts for budget limitations and non-limitations
- Amendments to advance account limits

- Imposition and amendment of Financial Rules

- Provincial Council Property Administration

- Control of Provincial Council Forms and Introduction of New Forms

- Board of Surveys and wire offs

- Issuing circular instructions for the administration of all Bank accounts in the Provincial Council.
- Management and supervision of Provincial Council funds
- Foreign Aid accounting
- Setting the maximum Impress limit
- Publication of accounts
- Preparation and submission of Financial Statements
- Activities of the Provincial Emergency Fund
- Account consolidation
- Financial administration of the Provincial Council Fund
- Investment of Excess cash
- Control and supervision of all Bank accounts in the Provincial Council
